Subsidised Training


Industry Training New Zealand (ITNZ)

We are a registered Private Training Establishment (PTE) that is accredited by NZQA to deliver a wide range of Unit Standards (USs), We are audited by NZQA on a regular basis.. ITNZ employs expert trainers/assessors to deliver the training and receives contracts from Industry Training Organisations (ITO’s) to carry out the specified training.

A training agreement is entered into between an ITO and ITNZ. We then contract trainers to deliver the training and once the US credits have been notified to NZQA by ITNZ, we get paid for the training by the ITO. The ITO bill the company for the training cost less the applicable subsidy.


Industries Training Organisations (ITO’s)

ITO’s are funded by the Tertiary Education Commission to provide training relevant to their industry groupings. They have a pool of funds allocated to them annually and contract Registered Training Providers, like ITNZ, to deliver the training. They do not do any training themselves, rather they monitor training in their industry, liaise with companies that employ staff in the industry, monitor existing USs for relevance and work with industry to provide new USs where there is a need for them.

ITO’s will subsidise training for company employees that are undertaking relevant training. Each trainee has to be enrolled with the ITO to receive the training and there is usually a one off fee. This enables subsidised training up to $1000 per trainee per year. An ITO expects each person enrolled to gain at least 20 credits for the year.

ITO subsidies vary and can be as high as 67% of the training costs. The ITO funding can all be spent on one person in a year or spread over a number of trainees - it does not affect the amount available. This is why it is important to have staff with ongoing training enrolled.

ITO’s deal with trainers and registered assessors they know and trust. They perform moderation of training to ensure that it meets their required standards.

ITO’s also have funds available to assist trainees who have literacy difficulties.


New Zealand Qualifications Authority (NZQA)


All subsidised training is US based and this is controlled by NZQA who have the USs on their central database. NZQA are responsible for the quality control of all USs and they also maintain a database of all learners’ Unit Standards achieved.

NZQA ensure the US’s are moderated to ensure consistency of the training and require reviews of each US to ensure that they remain current and relevant to practice within the particular industry.


Recognised Prior Learning (RPL) & Recognised Core Competence (RCC)

If a person has had a great deal of experience in aspects of their work, rather than putting them through a full training programme they may instead be assessed on their skills. If they can demonstrate that the have the knowledge and skills they can be assessed and signed off as competent.

This recognises that staff may have been carrying out aspects of work for a considerable time but have never had formal training for it, but are nevertheless fully competent at the relevant task(s). An assessor simply confirms they have the skills and issues the US. This saves both cost and time.
