If explosives are used on your site, either by yourself or a contractor, in addition to completing the relevant units above you are also required to complete the following unit standards. The certificate will have written on it “unrestricted”.
If you have a certificate with the “Endorsement Explosives are not used” and you wish to have an unrestricted certificate you will need to complete the units below and apply for an Unrestricted Certificate.

Certificate of Competence as an A-Grade Tunnel Manager
(1) The holder of a certificate of competence as an A-grade tunnel manager must have the qualifications and experience set out in paragraphs (2) and (3).
(2) The holder must have passed:
(a) the unit standards above; and
(b) if the holder works in an operation where explosives are used, the unit standards 21152 and 17694 need to be completed.
(3) The holder must satisfy the secretary that:
(a) he or she has had, in the aggregate, at least 2 years’ work experience in the workings of a tunnel; or
(b) he or she has had, in the aggregate, at least 12 months’ work experience in the workings of a tunnel, and at least 2 years’ work experience in the underground workings of a mine or coal mine; or
(c) he or she:
(i) is currently the holder of a certificate of competence as a first-class mine manager; and
(ii) has had at least 12 months’ work experience in a tunnel.
